Большинство населённых пунктов в Скандинавии выписывают размер штрафа пропорционально дохода нарушаемого. В 2002, исполнительный директор "Нокиа" получил штраф размером в $103,000 за превышение скорости - он ехал 45 км/час на дороге с ограничением в 30 км/час.
Финляндия была первой страной которая начала пользоваться такой системой штрафов в 1921 году. Теперь вся финская полиция подсчитывает штраф исходя из следующей формулы: берётся примерный дневной расход и делят на два. Так получается примерная "базовая" сумма. Если скорость была превышена на 15 км/ч, то сумма умножается на 12. Если на 25 км/час - то на 22.
