Good definition. I agree. The Eiffel Tower is no more a building than a bridge is. They are entirely different kinds of structures.

Although, to most, the difference would seem rather apparent, especially to someone of your estimable intelligence, but.since you asked, I'll explain the obvious.
The main difference is that a tower, like the Eiffel Tower, is primarily a self-supporting structure without significant occupiable floor space, whereas a building, like the Empire State Building, is defined by its at least 50% of occupiable floor space and is designed for habitation or use. Towers are generally constructed to serve a singular purpose, such as observation or broadcasting, while buildings are multi-purpose structures that contain a large amount of habitable space.
