Peter Abrams, better check your sources on this. I looked it up and it says, " It is likely a misspelling or mishearing of the phrase "cut the mustard" or "pass muster".

The proper expression is “ cut the muster” (sic). It’s a military metaphor meaning one is good enough to be part of the team in an operation. Condiments have nothing to do with it.
